Governor Long suffered a breakdown of health and Saturday entered a psychiatric clinic at Galveston, Texas with Frazar stepping in as Governor, in this picture, Frazar, who had begun reading the Governor's speech, not an uncommon practice here, is showing the Governor where to continue.
