Fifteen years ago the Los Angeles skyline was a spread of squat buildings (top), dominated by the 27-story City Hall, (white tower, top center), Because of earthquake-fear, the city had a 13-story height limit, except for City Hall. Below, with height restrictions lifted, the downtown area financial district is topped by a 62-story building (top left) nearing completion.
